Vice President Kamala Harris is determined to make affordable health care a right for all Americans, not a privilege. As part of The Opportunity Agenda, she’s already working to strengthen the Affordable Care Act by securing lower premiums through the Biden-Harris tax credit enhancements, saving families an average of $800 annually. As President, Harris plans to make these tax credits permanent, so lower premiums are here to stay.
Harris has been a strong advocate for reducing the cost of prescription drugs and addressing the needs of Medicare beneficiaries. She’s championed the $35 cap on insulin and the $2,000 annual cap on out-of-pocket expenses for seniors, a significant step toward affordable health care for everyone. If elected, she’ll work to extend these price caps to cover all
Americans, ensuring nobody has to choose between life-saving medication and other essential expenses.
As Vice President, Harris cast a crucial tie-breaking vote on the Inflation Reduction Act, giving Medicare the power to negotiate with pharmaceutical companies for lower drug prices. This isn’t just a one-time win—Harris is committed to expanding these negotiations, so more medications can be included, benefiting even more Americans.
Her commitment to addressing medical debt has already led to the removal of medical debt from credit reports and the cancellation of $7 billion in medical debt for over three million Americans. She envisions doing more by working with states to cancel medical debt for even more families, helping Americans breathe easier financially.
Harris also pledges to protect and strengthen Social Security and Medicare, programs crucial for seniors across the country. By ensuring that the wealthiest pay their fair share in taxes, she will make these benefits secure for future generations, so every American can rely on them when they need them most.
Harris has a proven track record, leading initiatives to combat maternal mortality, particularly in communities where women face the highest risks.
She successfully urged nearly every state to extend Medicaid postpartum coverage, so mothers receive the health care they need for a full year after giving birth.
As President, Harris will also focus on supporting the care economy—making child care and senior care more affordable, raising wages for care workers, and expanding home care services for seniors and people with disabilities.

Harris also plans to launch in The Opportunity Agenda for Black Men, a National Health Equity Initiative focused on Black men, to address health conditions that disproportionately affect them, such as sickle cell disease, diabetes, and mental health issues. Specifically, she plans to expand preventative screening programs for prostate and colon cancer; expand the budget of the National Institute of
Minority Health and Health Disparities; and fully fund the Centers for Disease Control and Prevention’s Sickle Cell Data Collection Program, building a sickle cell database aimed at improving prevention and treatment for the blood disorder.
