As the United States struggles with high-profile instances of police brutality, footage from California has surfaced that purports to show the minutes before police shot and killed a double amputee as he fled away from them on his stumps.
Anthony Lowe, 36, is seen abandoning his wheelchair as police officers aim their rifles at him in surveillance footage shot from several perspectives by onlookers following reports that he had stabbed someone.
