Jamaica is preparing to introduce casino gaming under a strict regulatory framework designed to prevent criminal activity, protect vulnerable gamblers and ensure the industry does not threaten the country’s financial system.
The Casino Gaming Commission (CGC) says Jamaica’s first licensed casino operator is expected to begin operations by March 2027, once all outstanding requirements have been satisfied. The commission is assuring the public that significant safeguards will be in place before gaming begins.

Casino operators will be required to verify the identities of players, monitor transactions for suspicious activity and maintain systems designed to identify and prevent financial crimes. The regulations also require operators to maintain detailed, auditable internal controls and comply with standards established by the Commission.
Protecting children and other vulnerable people is another major component of the framework. Operators must have measures to prevent underage persons and individuals considered vulnerable from participating in casino gaming, while responsible gambling practices and advertising controls will also be enforced.
The CGC is working with agencies including the Major Organised Crime and Anti-Corruption Agency (MOCA), the Financial Investigations Division (FID) and Jamaica Customs Agency to strengthen its ability to detect suspicious activity and investigate potential violations.
Commission officials have also been receiving specialised training to understand casino operations and identify possible manipulation or cheating involving games and gaming equipment. Where investigations extend beyond the Commission’s authority, cases can be referred to law-enforcement agencies for further action.
The regulatory framework is also intended to protect Jamaica from money laundering and other financial crimes. CGC Chief Executive Officer Cleveland Allen said the Commission is focused on ensuring that Jamaica remains compliant with international financial standards and avoids being placed on international monitoring lists.
Casino gaming in Jamaica is permitted within approved integrated resort developments rather than as a standalone gambling industry. The model is intended to combine casino facilities with hotels, entertainment, dining and other tourism amenities.
The development of the industry follows years of legislative preparation. The Casino Gaming Act was enacted in 2010, while the Casino Gaming (General) Regulations, 2025 were approved by Parliament in 2026, establishing the rules governing licensing, inspections, enforcement, reporting and operator responsibilities.
Jamaica’s first casino gaming licence was granted to Princess Resort after the applicant completed the Commission’s due-diligence requirements. The CGC says the objective is to establish a regulated industry that can contribute to tourism and investment while maintaining strong protections against crime, financial abuse and gambling-related harm.
