Three individuals have been arrested in connection with a deadly shooting that took place on August 6 in Panama City Beach. According to the Panama City Beach Police Department, the incident stemmed from an ongoing dispute between O’Neil McDonald, 31, and Andre Jermaine Ranglin, 23.
Chief J.R. Talamantez explained that Ranglin entered the 10X at Breakfast Point armed with a handgun. He reportedly shot at McDonald and chased him through the parking lot before fatally shooting him. Ranglin then allegedly tried to murder a 21-year-old woman as she entered her apartment, firing through the door and injuring her.

When officers arrived on the scene after receiving reports of gunfire, they found McDonald dead and the female victim suffering from a single gunshot wound. Ranglin fled the scene and contacted 23-year-old Devaughn Devante Jones, who accompanied him as he attempted to leave the area.
Ricardo Everton Golden, 37, later picked up Ranglin and Jones and drove them to Bonifay, despite being aware of the crime. Police believe Golden assisted them in exchange for monetary gain. During the getaway, Jones disposed of the suspected murder weapon in a dumpster at a Bonifay motel.
The U.S. Marshals Regional Fugitive Task Force eventually located Ranglin and Jones at a motel in Dothan, Alabama, where they were arrested.
Ranglin now faces multiple charges, including an open count of murder, attempted capital murder, three counts of attempted second-degree murder, firing a deadly missile into an occupied dwelling, and attempted armed burglary. Jones has been charged with accessory after the fact to murder and destruction of evidence, while Golden has been charged with accessory after the fact to murder.
Chief Talamantez emphasized the senselessness of the violence, noting that what could have been resolved with a fistfight tragically escalated into gun violence. “This coward decided to take a gun into a situation and end an argument he had with a colleague,” Talamantez said, “and now I can’t begin to tell you how many families are torn apart by this senseless act of violence.”
The investigation remains ongoing as authorities work to piece together the full details of this tragic event. Ranglin and Jones are currently being held in the Houston County Jail in Alabama, awaiting extradition, while Golden was arrested and booked into the Bay County Jail.
