A plan to build an Eastern Caribbean ferry service excludes Barbados from any of the four feasible routes.
Diogo Aita, an associate economic affairs officer at the Economic Commission for Latin America and the Caribbean, authored the document, The Proposal For The Implementation Of A Ferry Service Through Public Private Partnerships (PPPs).

The service intends to connect countries ranging from Guyana and Suriname in the south to the ABC islands in the southwest, as well as Puerto Rico and Antigua & Barbuda in the north.
Colombia, Aruba, Bonaire, Curaçao, Trinidad, and Tobago make up Route 1; Trinidad and Tobago, Guyana, and Suriname make up Route 2; Puerto Rico, Antigua and Barbuda, Guadeloupe, and St. Lucia make up Route 3; and St. Lucia, St. Vincent, Grenada, and Trinidad and Tobago make up Route 4.
