Tampa, FL – The Hillsborough County Aviation Authority (HCAA) has officially welcomed Cynji Lee as its new Chief Legal Officer and General Counsel. The announcement was shared with staff in an internal team briefing from outgoing legal head Michael Stephens, who expressed enthusiasm for Lee’s appointment and praised her extensive legal background.
Lee assumes responsibility for leading the Authority’s Legal, Records Information Compliance, Business Diversity, and Government Affairs & Community Relations teams. Her appointment marks the completion of HCAA’s Executive Team.

Cynji Lee brings more than two decades of public service and legal experience to the role. She joins HCAA from the Miami-Dade County Attorney’s Office, where she served for an impressive 24 years, most recently in a senior leadership capacity. Her deep industry knowledge and legal acumen are expected to be instrumental in advancing the Authority’s mission.
Stephens, in his message to staff, emphasized that Lee’s arrival signals a strong step forward for the organization: “Cynji brings a wealth of experience and deep industry knowledge that will be invaluable as we continue advancing the Authority’s mission.”
